According to the Ubuntu Forum, the Democracy player needs Java 5. See for example this forum thread to explain the steps to install it: http://ubuntuforums.org/showthread.php?t=202259
But the version of the Democracy Player in Dapper is relatively old. If you go here: http://www.getdemocracy.com/downloads/ubuntu.php you will find the newer 0.9.x version.
