According to the Ubuntu Forum, the Democracy player needs Java 5.  See for 
example this forum thread to explain the steps to install it:

But the version of the Democracy Player in Dapper is relatively old.  If you go 
here:
  http://www.getdemocracy.com/downloads/ubuntu.php

you will find the newer 0.9.x version.

In my case I didn't even install Java 5 to use that application, but
I'm using that newer version from getdemocracy.org, so maybe it is a
needed dependency that got removed between versions 0.8 and 0.9.
