Why should it depend? There is no reason for that. The music is no
absolute requirement, and Recommends are pulled in automatically by the
package tools unless the system is explicitly configured differently.

There was a user request to not have it as absolute requirement because
the size of the music is pretty big and after a while it tends to get
boring for some so they would turn it off and play some other tunes.
Please see the according changelog entry for it. It's not possible to
please everyone, and Recommends instead of only Suggests is the middle
path to having it pulled in automatically for most but still give the
users the chance to remove it if they don't like it.
