Thanks for the bug report. The default behaviour for Pidgin is to start
without a buddy list, when it was closed before.

When you start pidgin, check if Pidgin the tray icon appears (upper
right corner of the screen), then LEFT-click on it to open the buddy
list. Please comment here if that solves your problem.
