Since I upgraded to 8.04, I am facing similar problems on my laptop and
on my desktop. Both have Pentium core 2 duo, the desktop running Ubuntu
32 bits and the laptop running  Ubuntu 64 bits. When I choose the shut
down option in gnome, it start as usual, showing the Ubuntu black screen
and the orange bar disappearing at the left side. When that bar is gone
(the bar space is completely black), it stops in that way and the
computers don't shut down. In order to turn it off, I need to press and
hold the power button. I didn't have that problem with Ubuntu 7.10.
