That doesn't seem exactly intuitive especially for a new user coming straight from windows. Also does the same apply for Xubuntu? displayconfig-gtk doesn't seem to be in the menus there either.
Whilst manual configuration would probably work a lot of windows users get a bit nervous at the thought of editing a system file in a text editor. A lot of business setups probably use dual displays.
