This seems to be correct with current tzdata, there is no DST for 2008
and beyond, only for 2007:

Asia/Baghdad  Mon Oct  1 00:00:00 2007 UTC = Mon Oct  1 03:00:00 2007 AST 
isdst=0 gmtoff=10800
