I have a fresh install of Ubuntu Hardy and " System > Preferences >
Appearance > Desktop Effects" shows no 'custom' button after installing
'compizconfig-settings-manager'. I even purged it and reinstalled and it
doesn't show up.

Please note that the alternative program is called 'simple-ccsm', NOT
'simple-cssm'.

$ sudo aptitude purge compizconfig-settings-manager && sudo aptitude install
