I have just tested with a user created for the test. The bug still
appears. I have two layouts configured: 'USA Macintosh' and 'France
Alternative'.

When using the 'USA Macintosh' layout and the macbook qwerty keyboard,
everything is fine. I can type Ctrl+a to go to the beginning of the
line.

When using the 'France Alternative' layout with my azerty keyboard,
things does not work properly. If I type 'a', the letter 'a' is
correctly printed but CTRL+a does not go to the beginning. I have to
press CTRL+q. If I type 'q', the letter 'q' is correctly printed.

Why do you mark the priority as low? To me, it is a big problem as I
always use shortcuts like this. And I'm probably not the only one.
