Binary package hint: apt

Enabling universe repository in Ubuntu hardy and doing apt-get update
fails to download Packages from Universe. This happens for both the
Indian mirror which I normally use and the Main Canonical repository.
The exact error message is this:

I have tried manually doing

   wget
http://in.archive.ubuntu.com/ubuntu/dists/hardy/universe/binary-i386/Packages.gz

and it successfully downloads the file.

The problem is reproducible. Every time I do an apt-get update, I get
the same error.
