I have the same problem with a VIA Samuel 2 (Cyrix C3) CPU on a VIA EPIA motherboard. Kernel timekeeping was fine with the 2.4 kernel, but broke with the 2.6 kernels. On that server I'm currently running kernel 2.6.16.29 with debian patches under debian stable, but have previously run kernels from 2.6.8 onwards all of which have this problem. This server is running ntpdate every 5 minutes and has gained 1.7 seconds each time, which sounds the same as your report. I'll have to try tickadj and see if it helps.
