Not really having a clue what I'm looking for, I still tried wireshark (on the Feisty machine while copying to the Hardy machine). Capturing data seems to have the odd effect of making the problem less severe: the large file copy continues while the rest of network isn't completely disrupted, though once every while things do stall.
I see a large number of [TCP Out-Of-Order] messages and [TCP Retransmission] messages. I also see a large amount of TCP Dup Ack] being sent back from the Hardy machine.
