SOLVED
It is a seagate drive which can limit the link speed itself to 1.5 Gbps by 
setting a jumper.

At this speed the interface runs stable.

The root cause is still uncertain but this is a workaround with no
drawbacks, since the drive is documented to support nothing more than
1.5 Gbps anyway.
