I've just downloaded the file: PhpGedView-all-4.1.3.zip from the phpgedview
sourceforge site and copied phpgedview.js from it it over to the
 /usr/share/phpgedview/www directory and lo and behold I can now expand
the configuration groups. I've edited some items and all seems to be well. In
the apache2 eror log I now see reference to a missing strings.js. Perhaps the
same method will work on this. 

Looking forward to a comprehensive fix from a Ubuntu update.
