Wow, you are right! I can confirm this here with apparently everything
installed by default in System/[Preferences|Administration]. Of note,
things added later can be dragged just fine (awn-manager, ccsm). Also of
note, "Help and Support" and "About Ubuntu", in the System menu, are
draggable, while "About Gnome" is not.
Windows definitely do not need to explicitly support this, I have no
idea what the issue is.
