python-numpy-dev isn't built anymore in Hardy, and python-numpy Conflicts and 
Provides it, so removing it and upgrading python-numpy to the Hardy version 
should do the trick. And that's what it tried to do:

And in main.log we can see that python-numpy-dev is in the Remove list and 
python-numpy is in the Upgrade one. However it has the following errors:

I don't know any German, but I guess it couldn't be configured. If so,
could it be pycentral's fault? There's no other python-numpy issue in
update-manager bug reports.
