Tray icons can't be moved around. Only the notification area applet, which the tray icons sit inside of, can be moved with the handle to the left of the icons, and this will move the applet and all its containing icons as one unit as you describe. The volume control icon, if that's what you're comparing to, won't move with them, because that is actually a panel applet in and of itself. Note that tracker-applet and nm-applet are not actual panel applets, they are just tray icons that sit in the notification area (which is an applet).
