you're absolutely right!
For some reason it never occurred to me that the individual configurations 
under /etc/dbus-1/system.d would be able to impose global limits on the dbus 
session.

the dbus-daemon package is indeed the culprit.

(oh, and I guess someone should close this bug or re-file it as a cdemu
issue)
