Just my two cents. I accidentally installed 32-bit version (out of habit) on my new Latitude D630, and noticed the same huge mispresentation of wakeups. But now with 64-bit Ubuntu the problem is not there, so it's probably something that depends on the architecture- speficic code in Linux.
I'm now having ca. 50 wakeups per second on idle if Bluetooth is disabled (sudo hciconfig hci0 down).
