I just realized that I probably misunderstood your bug report. My problem was with evolution (gnome mail program), while you're probably referring to something else (kdepim?).
So I can confirm that the evolution problem not including addresses in defaults CC and BCC is solved. However, it is likely that your problem (which this bug report is about) is not solved. So this bug should definitely stay open.
