Luca: I think those changes you linked *caused* the problem here. Or, well, partly. The problem is that the deb package was never updated to also include and install the hicolor app icons transmission now installs.
Others: I'm not very familiar with .debs, but does the patch above does just this: add the icons installed to /usr/share/icons/hicolor/* to the package? If yes, this is the right fix and it would be great to see it accepted.
