Public bug reported:

If I attempt to do an apt-get dist-upgrade from dapper to edgy, most
packages emit this error when configured:

perl: warning: Setting locale failed.
perl: warning: Please check that your locale settings:
        LANGUAGE = "en_GB:en_US:en_GB:en",
        LC_ALL = "en_GB.UTF-8",
        LC_PAPER = "en_US.UTF-8",
        LC_ADDRESS = "en_US.UTF-8",
        LC_MONETARY = "en_US.UTF-8",
        LC_TELEPHONE = "en_US.UTF-8",
        LANG = "en_GB.UTF-8"
    are supported and installed on your system.
perl: warning: Falling back to the standard locale ("C").

Now if this truly isn't setting the locale anymore, isn't this going to
piss off a bunch of non-USians who don't speak en_US?

Also, this problem seems to happen in Debian Etch and Debian Sid, so you
probably inherited the issue.
