You're right, as a matter of fact the tree extracted from http://archive.ubuntu.com/ubuntu/pool/universe/l/ltp/ltp_20080229.orig.tar.gz does not contain this file...
However, I do not confirm the bug: it installed without errors on my system with "sudo aptitude install ltp".
