I was shipped a similar DVB device with a Dell laptop. I'm not too miffed if it doesn't work as I didn't ask for it but it seems that there is no firmware available for v4l-dvb.
The related Dell driver link is : http://support.us.dell.com/support/downloads/download.aspx?c=us&l=en&s=gen&releaseid=R175809&formatcnt=1&libid=0&fileid=239014 Somehow the firmware needs to be cut out of the file and provided in a v4l-dvb friendly format.
