Public bug reported:

Binary package hint: lirc

After installing lirc package (actually done first via mythbuntu-
control-centre), the lirc modules appear to load the the process is
running.

* Loading LIRC modules                                                  [ OK ]
* Starting remote control daemon(s) : LIRC                              [ OK ]

$ ps -ae | grep lirc
7662 ?        00:00:00 lircd

$ grep lirc /var/log/syslog
Jun 14 21:31:00 shuttle1 lircd-0.8.3pre1[7580]: default_init(): No such file or
directory
Jun 14 21:31:00 shuttle1 lircd-0.8.3pre1[7580]: caught signal
Jun 14 21:37:35 shuttle1 lircd-0.8.3pre1[7662]: lircd(userspace) ready

However, irw does not start properly. Instead it immediately returns to the
command prompt.
Syslog contains the additional entries:
Jun 14 21:42:21 shuttle1 lircd-0.8.3pre1[7662]: accepted new client on
/dev/lircd
Jun 14 21:42:21 shuttle1 lircd-0.8.3pre1[7662]: could not get file information
for /dev/lirc0
Jun 14 21:42:21 shuttle1 lircd-0.8.3pre1[7662]: default_init(): No such file or
directory
Jun 14 21:42:21 shuttle1 lircd-0.8.3pre1[7662]: caught signal

>From these entries it appears that /dev/lirc0 does not exists. Which is
>confirmed by listing the /dev directory.
$ ls -la /dev/lir*
srw-rw-rw- 1 root root 0 2008-06-14 21:37 /dev/lircd

I am running Hardy (8.04) with all of the updates current as of today.
$ lsb_release -rd
Description:    Ubuntu 8.04
Release:        8.04

$ apt-cache policy lirc
lirc:
  Installed: 0.8.3~pre1-0ubuntu7.1
  Candidate: 0.8.3~pre1-0ubuntu7.1
  Version table:
 *** 0.8.3~pre1-0ubuntu7.1 0
        500 http://us.archive.ubuntu.com hardy-updates/universe Packages
        100 /var/lib/dpkg/status
     0.8.3~pre1-0ubuntu7 0
        500 http://us.archive.ubuntu.com hardy/universe Packages

Is there a way to create /dev/lirc0 manually?

Let me know if there is any additional information required.

Tom
