I got it working, but I can't explain my fix. Originally, my sound system was set (in Kcontrol) to ALSA, and KDE system sounds, mplayer, and amaroK were all sharing the sound card. Trying to test the configured Kopete sounds from within Kopete (under Settings -> Configure Notifications...) sometimes resulted in a "pop" from the speakers several seconds after attempting to play the sound, but otherwise nothing.
I switched the sound system to OSS, which allowed KDE, mplayer, and Kopete to work, but not amaroK. In the course of trying to get amaroK to use OSS, I deleted ~/.xine/config. (That probably has nothing to do with the fix, but you never know.) Then I switched the sound system back to ALSA. Magically, Kopete was able to play sounds! This "fix" survived a reboot.
