Public bug reported:

I recently installed Ubuntu 8.04 from scratch and every time I reinstall
it (on different machines) happens the same, so I am pretty sure this is
a bug. It may affect other languages that might not be included on the
CD or similar.

After choosing Catalan in the installation, my system boots up and my system is 
half in English, half in Catalan. After upgrading the thing remains to be the 
same.
For instance:
- Firefox is in English. 
- Gnome title menus are in English: Applications, Places, System
- However contents of those menus are in Catalan: Accessoris, GrĂ fics, Jocs, 
Oficina, ....

If I go to System, Administration, Language Support I can rechoose
Catalan, and everything will be fine. However this should be done by
itself since the user has already specified the language.

I suspect that Catalan language does not fit completely in the
installation CD, but in the first upgrade the system should update
completely all these packages. This can make the system unusable for
many people who do not speak english.

As I said this may occur with all languages excepting the biggest ones.
