Public bug reported:
The current preferences behavior of synaptic goes against the GNOME HIG.

Instead of having the buttons "Apply", "Cancel", and "OK" at the bottom
of the preferences window there should be "Close" and optionally "Help".
When a user changes a preferences it should be applied instantly without
the user needing to press the "OK" button.
