It does indeed duplicate part of what 31-ubuntu-setup does. However, it happens to run after 05-shadowconfig-on and before 15-disable-hwclock so it's not even running where it was assumed that it would run. Not good.
This would account for xvc0 being appended to /etc/securetty 67 times on my Dom0, tty1 using xvc0, and the hwclock changes made by that script.
