Have you tried reinstalling openssl? You can do so by running the following
command:
sudo aptitude reinstall openssl ?
If that doesn't work, maybe completely remove it (and all configuration
files(!)) and try to reinstall it...
sudo aptitude --purge remove openssl && sudo aptitude install openssl
