I am not sure which info to ask you, but I find it strange that I was able to install 2.1.2-5ubuntu3 without having wwwconfig-common. I was able to set my passwd after with htpasswd (I did remove the file and recreate it with -c option), and after that to browse http://localhost/backuppc after entering my password.
