Note that while this patch seems a good improvement for many users, it
may not be a complete solution for other users, especially those using
NTFS in a "MUI" configuration.  Bug #49217 covers some of the charset
translation issues that can happen for FAT, and to a significantly
lesser degree to NTFS, as a result of assumptions made about the
relationship of a filesystem and the internal system locale on legacy
systems.  While no regressions are anticipated, it may be that some
users in certain locales or with certain legacy configurations may
continue to experience a subset of this issue (especially if the system
under consideration is not a native NTFS install).  This comment should
not affect any decision on promotion of the package as a Stable Release
Update.
