Public bug reported:
If I'm dragging and dropping a widget, dropping it on a window should
drop it in that position. For example, if I'm moving the clock to the
lower right of the screen, and a window happens to be covering it,
dropping the clock there should stick it on the lower right of the
screen. Current behaviour is somewhat random.
