That's not so easy to solve. josm does only work with some jvm's and would show 
an empty, unresponsive gui with others due to a bug in classpath. I think it's 
more
convinient to give a hint how to solve the situation instead.
You cannot add the working jvm's as dependency either because people who 
already have 
for example SUN's Java installed may not want to install jamvm or gcj.
The tradeoff is that the (free) working jvm's are added as Suggests which are
automatically installed in debian (and i believe in ubuntu, too) these days so 
that chances
are good that a working jvm is already installed.
The wrapper in /usr/bin/josm tries to find a valid jvm to start josm, including 
SUN's java which no doubt works best at the moment.
If you know a better way how to solve this, it would be highly appreciated :)
