Why was this bug assigned to linux-restricted-modules? I do not think it is a video driver problem; the only applications this ever happens in are OpenOffice apps. Not only is the scrollbar not displayed properly, but clicking in the scrollbar area does nothing, even though scrolling is possible. I think this is a problem with OpenOffice itself, or the way it's integrated with KDE/Qt.
