Yep, I just checked e2fsprogs_1.40.8-2ubuntu2.diff.gz, and sure enough, whoever packaged up e2fsprogs for Ubuntu simply snipped off the dietlibc-dev from the Build-deps line in the control file.
Unfortunately there isn't a dietlibc-dev [!ubuntu] syntax for the rules file, so I guess Ubuntu packagers will have to remember to manually remove dietlibc from the rules file at each important (or, add dietlibc into Ubuntu main); since for Debian users, it is good and useful to build e2fsck.static with dietlibc.
