I think I am having the same issue with Ubuntu Hardy 8.04.  I noticed my
root disk usage doubled in size and when i found the .local/trash folder
full of garbage, I searched and found this post.  It might just be a
coincident, but I had just started using gksudo to launch a nautilis
file browser with root privilegdes so I could move songs files into the
pydance folder under /usr/share/games/...  before I noticed this
problem.  It may just be I wasn't placing or deleting any files into the
root until then.

Once I realized that crowding my root with all those song files was a
bad idea, I tried to add a PATH to my /home/bin and then moved all the
files there and then deleted them off the root.  The disk space didn't
decrease until I went back and shift-deleted the contents in the
/root/.local/trash

Hope this helps, I am a complete newb, so I am just pushing keys here
