Edit /etc/iftab and make sure the lines all have "arp 1" on the end, e.g.
eth0 mac 00:12:79:xx:xx:xx arp 1
eth1 mac 00:0B:CD:xx:xx:xx arp 1
It's likely your eth1 that's missing it
