ndiswrapper is a program that allows you to use windows drivers for a
wireless device in Linux. You don't need to have windows--you can
generally get the drivers off the manufacturer's website, or a driver
CD, or ask someone with the same device who is running windows. It's not
a perfect solution, but then there often isn't a perfect solution, and
it may allow you to do things that the hostap driver doesn't.

I can't see how a static IP setup would help with this--I think WPA
authentication goes on before the computer is assigned an IP address, so
it shouldn't affect it. Then again, I'm by no means an expert on
wireless networking.
