Public bug reported:

Tv-out (s-video) setup requires manual xrandr commands.
Using the open source drivers for the at-9250  - lspci reports 01:00.0 VGA 
compatible controller: ATI Technologies Inc RV280 [Radeon 9200 PRO] (rev 01)

In order to let it detect S-video displays you need to manually call the 
following command, otherwise no s-video output is detected at all. 
xrandr --set load_detection 1

Then using the normal screen resolution tool (or xrandr manually) lets
you set up the tv-out output.

This is inconvenient if i want to use an s-video display normally, and
really annoying if i want to use only an s-video display - X will not
auto-configure it.

There is supposed to be work-around of the following entries in xorg.conf, but 
if i do that it behaves strangely. If i have both an s-video output and a 
monitor i get the monitor behaving correctly plus a black and white s-video 
display showing a small part of the screen.   If i unplug the monitor and use 
only the s-video out i get garbage on the s-video output - it's detected 
something, but it's not comprehensible.
