Can you please check the working path directly, rather than relying on
loading DLL's, just to make sure they are not failing for some other
reason?

The wine.desktop file that wine installs in /usr/share now specifies the
command "wine start /unix" for running .exe files. This command
translates the unix filename to a windows filename, sets the working
path, and uses the full windows path in quotes in order to be as close
as possible to the way explorer starts exe files on windows. Can you
verify that using this command in the terminal sets the working path?

Do you have any settings overriding the defaults?

If this fails with the default settings, that is very bad.
