Reading the package description, there should be a lot of programs in the package http://packages.ubuntu.com/hardy/libpano12-bin . But looking at the file list, http://packages.ubuntu.com/hardy/i386/libpano12-bin/filelist all but to are missing in action.
While I have only skimmed the source tree, it actually seems like a lot of the mentioned (AND missing) programs have been removed.
