The problem now is that policykit "recommends" policykit-gnome, and apt-
get follows this recomendation. It results in 97 extra packages being
installed on the server (even aspell!), a 19.6Mb download and 98Mb extra
spaced used after installation.

The chain is:
landscape-client -> hal -> policykit -> policykit-gnome

Smart doesn't follow the recommends, so it installs landscape-client
fine without the extra cruft.
