Changed the summary line to better match the problem (as I understand it). I am not yet sure if this is an actual bug, or a mis- configuration, would it be possible to create a new "Test User" on your system, log in as him and see if the original problem is present? If this is not possible, I think the key configurations are in ~/.kde/share/config/medianotifierrc and ~/.kde/share/config/mediamanagerrc, could you try temporarily renaming these two (e.g. by adding ".orig" to the end) to set your account back to the system default.
