Reportbug tries to make a direct SMTP connection to a machine in the ubuntu.com domain. This strategy is destined to fail when behind restrictive ISPs such as verizon and comcast, which block outgoing smtp connections to all servers other than their own. Ubuntu badly needs a central mail configuration for outgoing mail, which can be shared among reportbug, evolution, Thunderbird, and any other application that wishes to send mail (e.g., sendmail). Perhaps postfix or exim could be adapted for this purpose, or perhaps a lightweight solution customized to Ubuntu would be better.
