The language setting does not help. When one tries to read a file, it is
automatically formated into "standard"-language and you get dates over
dates. In the language setting section (in german it is
Extras->Optionen->Spracheinstellungen->Sprachen), there is an option-
button, which asks, if I want the decimal separator to be dependent on
the geographical location (Gebietsschema). Why does it not just simply
proposes a dot or a comma?

Don't misunderstand me, localisation is very good, I am a fan of that,
but in this specific case I think, there are a lot of reasons to have
the separator independent of the language setting...
