Advice on how to recover from this would be helpful.

When I try to unock the User Settings with my sudo password I get this dialogue:
"Could not authenticate"
An unexpected error has occurred.

I've manually removed the user admin from:
/etc/passwd
/etc/shadow
/etc/sudoers

But when I look at:
/etc/group
I find:
admin:x:1001:

Which appears as if admin now has user ID and not a group ID
