Ubuntu side of things depends on the Ubuntu team (i.e. they can tell you
when 'published' uploads happen, i.e. when new packages are built).

As far as upstream project translations go (eg. shotserver), you need to
do your uploads as 'published' (usually, a maintainer does that when
uploading a new template with all the translations in the same tarball).
