I killed the /usr/sbin/locale-gen script that invoked the localedef
command and this caused the upgrade to continue but with some "Coud not
install package <blabla> dependency problem - leaving unconfigured"
messages.

I had to kill this script about 3 more times. The upgrade continued to
the end where it detected that something was wrong then tried to
revert/recover. This resulted install of some version of the locales
package (again it stalled, so I had to kill it) then the update manager
quit.

I rebooted and everything started without any error messages. I logged
in and it says I am running  8.04, package manager/update manager says
everything is up to date.

Did a reinstall of the locales package (this time it worked) causing
some of the packages that failed previously with  dependency problem to
be installed.

So far everything seems to be working.
