I'm having this problem as well, trying to install a printer over samba.
The error is:
"Unable to create printer. Error message received from manager: The requested 
operation cannot be completed."

It occurs during installation, right after the driver has been installed
(the first time it allows you to print a test page).

running from shell gives:
