I agree. I'm also closing this bug report as I don't think it is
necessary. The current procedure for dealing with packages that have a
missing .desktop file is to open a bug report against that package.

The Debian menu still requires information to be provided in the package
by the packager or application developer in order to function. The menu
entry doesn't just appear from nowhere, so this method is subject to the
same problem as not including a .desktop file for the current menu
structure.

And as for providing a notification that a package has installed a file
that can be executed from '/path/to/executable' - how does the package
manager know which files to notify the user about and offer them the
choice of creating a menu entry? The answer is that it would require
extra information in the package that would have to be provided by the
package maintainer. Packages install lots of files. The package manager
couldn't just 'guess' at which files are appropriate for placing in the
menu.
